ORC-RS

Read Apache ORC in Rust.

• Read ORC files
• Read stripes (the conversion from proto metadata to memory regions)
• Decode stripes (the math of decode stripes into e.g. booleans, runs of RLE, etc.)
• Decode ORC data to Arrow Datatypes (Async/Sync)
