A library for hekkin vectors.

• Because there are X different types that need to be tracked for potential compatibility with Y operations/traits/whatever, the X*Y combination explosion makes it hard to track using the normal issue tracker. Instead, we use a google spreadsheet as our functionality coverage tracker.
