simple ffmpeg helper

1. Install Rust bl-bl-bla
2. Build or download a reasonably recent version of ffmpeg (the CLI tool)
3. Set $CHIAKI_FFMPEG to the path to your ffmpeg if it's not in your $PATH or has an unusual name
4. Run this:

cargo install chiaki
